The present invention relates to a scrubber having a water film formed in a reactor. The scrubber comprises: a reactor into which waste gas flows through a waste gas inlet downwardly installed on an upper side thereof; a burner unit which is downwardly installed on an upper portion of the reactor, and generates a flame in the reactor through ignition of an ignition unit while supplying the fuel gas and the air into the reactor; an inner passage which is provided in the reactor; and a water supply unit which supplies water to the inner passage of the reactor to form a water film on the inner face of the inner passage. According to the present invention, the water film is formed in the reactor, foreign substances such as powder or the like generated when waste gas is burned in the reactor are prevented from accumulating in the reactor, so efficiency in processing the waste gas is increased, corrosion of peripheral parts including the reactor is prevented, and costs related to maintenance of the scrubber can be reduced.
