PROBLEM TO BE SOLVED: To provide a data generation method capable of being applied to a safer encryption technology.SOLUTION: A data generation device 100 includes: a memory cell array 90 in which a plurality of memory cells 91 are arranged in an array; a reading circuit 92 for acquiring a plurality of resistance value information from the plurality of memory cells; and a data generation circuit 93 for setting a determination condition by using the plurality of resistance value information, and for selectively allocating one value from a plurality of values to each of the plurality of resistance value information on the basis of the determination condition to generate data. Each of the plurality of memory cells has such characteristics that when it is in a variable state, a resistance value transitions between a plurality of variable resistance value ranges in a non-volatile and reversible manner in accordance with application of a plurality of different electric stresses.
