Once a critical measurement water level (45) is reached, the electromagnetic drain valve (49) is closed. A water feed pump is started up, an electromagnetic water feed valve (48) is opened, reaction vessel water (18) is supplied, and, once a first water level detector (41) confirms that the full water level (44) has been reached, the electromagnetic water feed valve (48) is closed and the water feed pump (54) is halted. In states other than the operational state, when the reaction vessel water (18) is drained to the exterior and a critical circulation water level (46) is reached as confirmed by a third water level detector (43), the electromagnetic drain valve (49) is closed. The electromagnetic water feed valve (48) is opened, and when the reaction vessel water (18) reaches the full water level (44), the electromagnetic water feed valve (48) is closed, halting the feed of water. |
