The present invention relates to a device for managing multi carrier cells included in multiple radio units in which a radio unit group including the multiple radio units is connected with one digital unit. The device for managing multi carrier cells of the present invention determines whether a basic carrier cell, in which a terminal providing a multi carrier function is entered, needs a controlling of loads for managing the multi carrier cells. If the device for managing multi carrier cells of the present invention determines that the controlling of loads to the basic carrier cell is required, the device for managing multi carrier cells provides services through other frequency which the terminal may use for providing services; performs control to activate a first carrier cell by a first radio unit included in a same radio unit group where the radio unit is included; and provides service to the terminal through the activated first carrier cell. |
