The present invention relates to a skin whitening composition containing, as an active ingredient, small-sized stem cells, especially, stem cells with the diameter of less than or equal to 8 μm, or a culture solution of the stem cells. The present invention further relates to a production method thereof and a use thereof. More specifically, the present invention relates to a use of a skin whitening function which is a characteristic possessed by the small-sized stem cells with the diameter of less than or equal to 8 μm, and involves reduction in a significant amount of melanin.
