A filter cartridge is provided to increase dust collecting efficiency even with a small capacity of exhaust pressure by improving structure of the filter cartridge, and a dust collector having the same is provided. In a filter cartridge(200) installed within a dust collecting case, the filter cartridge comprises: a main filter member(210) folded to form valleys in the longitudinal direction and rolled to a pleated shape; an upper cap(220) which is coupled to an upper end of the main filter member and has a hollow hole; a sub filter member(230) arranged on a lower part of the main filter member; and a lower cap(240) which supports a lower end of the main filter member and a lower end of the sub filter member, and which has a hollow hole(241). The sub filter member is formed in a conical shape of which bottom part is opened. The sub filter member is disposed in the main filter member such that the sub filter member is projected from the lower side to the upper side. The sub filter member has a shape that is folded to be pleated and rolled such that valleys are formed on the sub filter member in the longitudinal direction. The sub filter member is formed of the same material as the main filter member.
