A vehicle deceleration apparatus, and electronic parking brake and an electronic motor brake using the deceleration apparatus are provided to control a deceleration rate and an output torque according to operating situation to improve operability according to desired deceleration rate and output torque at a desired time. A vehicle deceleration apparatus includes a planetary gear set(7), a driving motor(9), a speed control motor(11), an output axis(13), and a motor controller(15). The planetary gear set includes a sun gear(1), a carrier(3) and a ring gear(5). The driving motor is connected to one of the three elements of the planetary gear set to provide torque to the element. The speed control motor changes the torque and provides the changed torque to one of two elements of the planetary gear set other than the element connected to the driving motor. The output axis is connected to the element of the planetary gear set other than the elements connected to the driving motor and the speed control motor. The motor controller controls the driving motor and the speed control motor.
