<P>PROBLEM TO BE SOLVED: To enable stable tampering detection while stabilizing a reading density. <P>SOLUTION: A feature amount 1 is read from a printed paper sheet so as to detect tampering prevention of a copy or a paper sheet printed in a page description language (PDL), and compared with a feature amount 2 read by a scan to detect whether tampering is performed.
