PROBLEM TO BE SOLVED: To increase the efficiency of combustion, reduce the fuel consumption, and suppress generation of air-polluting substances in the exhaust gas by efficiently causing hydrocarbon liquid fuel to touch a metallic catalyst and reforming hydrocarbon liquid fuel in a fuel tank, fuel filter, and fuel pipe in the fuel feed path of a vehicle using an internal combustion engine as a power source such as an automobile, diesel-powered vehicle, and motorcycle. SOLUTION: A plate M whose surface is covered with a metal oxide film L made of tin, tin alloy, titanium, or titanium alloy to have an oxygen depletion tilting structure, small balls B, and powder materials P are used for the fuel tank 10, fuel filter20, and the fuel pipe 30 in the fuel feed path C of the vehicle A.
