<P>PROBLEM TO BE SOLVED: To provide an image processing device which can provide a flexible picture used as profits to both a user side providing the picture and a user side utilizing the picture, an image display device and a method. <P>SOLUTION: An image processing device 200 decodes coded image data multiplexed in a state that they can be decoded by a plurality of image quality. A decoding block 250 decodes the coded image data by the plurality of image quality which can be decoded. A memory 34 stores the a plurality of decoded image data that should correspond to predetermined processing.
