PROBLEM TO BE SOLVED: To provide an electronic conference system capable of smoothly transmitting information depicted on a white-board to each participant. SOLUTION: A person in charge depicts an information about a meeting on a white-board 1. A scanner 2 reads the depicted image information optically, and, using the read result, makes an electronic file ef for output. An emergency measures conference system server 3 sends out the electronic file ef to a network NW. Then, each of cellular phones 5a, 5b, 5c, 5d, and 5e receives the electronic file ef from the emergency measures conference system server 3 through the network NW, and displays the file on its display screen. Therefore, only by seeing the content of white-board 1, any of participants can understand at a glance the content of meeting otherwise hard to grasp in audio communication, even if he/she is in a remote place, on condition that he/she is a place where a cellular phone can communicate.
