PROBLEM TO BE SOLVED: To provide a device capable of storing excess energy in a small size portable device once without using fossil fuel which is limited resource and using the stored energy at a place where the same is necessary when the same is necessary. SOLUTION: This device is provided with an input side rotary shaft 6, gears 5-1, 5-2, 5-3 transmitting rotary force of the shaft, and a spring 2 extended and contracted by movement of a rack, and an energy discharge side rotary shaft 8 is arranged on the gear 5-3. Energy obtained by the input side rotary shaft 6 is stored in the spring 4 via the gears 5-1, 5-2, 5-3 and is taken out from the energy discharge side rotary shaft 8 when the same is necessary.
