A packing member for sealing and an apparatus of connecting newtility type dual wall pipes having the same are provided to maintain a connection portion of the pipes fastened by allowing a first joint coupled to a first pipe to rotate such that the first joint is coupled to a second joint coupled to a second pipe in a state that the first joint is locked to the packing member for sealing. A packing member(110) for sealing comprises a base ring member(111), an upper ring member(112) and a lower ring member(113). The base ring member includes an upper inclination surface(111b) and a lower inclination surface(111c). The upper ring member has an inner inclination surface(112a) for adhering to the upper inclination surface. The lower ring member has an inner inclination surface(113a) for adhering to the lower inclination surface. A portion of the base ring member is slit. A protrusion line(111a) is formed at an inner surface of the base ring member. The protrusion line is provided in a saw-toothed shape. The upper and lower ring members have a rectangular outer surface.
