The device (1) has a connector removably connected to a plate (4) by tabs (49) and connecting a cord to an optical fiber. An optical fiber winding and storing path (51) has four outlet zones arranged symmetrically at 90 degrees with respect to each other such that the fiber passes via an appropriate outlet zone among the four zones, an opening and an inlet zone of another optical fiber winding and storing path (58), while having, in all points, a curvature radius greater than a preset minimal curvature radius, in one of four different assembling positions of the plate. The tabs carry studs allowing the placement of the plate in the four different assembling positions with respect to a base.
