PURPOSE: A plasma display device and a semiconductor device are provided to reduce the size of a chip of an address driver by allowing a control circuit to control a second switch element. CONSTITUTION: A plasma display apparatus comprises a plurality of first electrodes, a plurality of second electrodes, and a plurality of third electrodes. A plurality of second electrodes performs a light-emitting discharge between a first electrode and a second electrode. A plurality of third electrodes selects a display cell in which the light-emitting discharge is performed. The first and second switch element sets a third electrode as a low level, high level, and open state in a period of selecting a display cell. The first electrode keeps a creation potential in a maintenance period of emitting of a display cell. A second electrode receives a first plus voltage and a second minus voltage alternately. The first switch element and the second switch element are kept open.
