PURPOSE: A soundproof panel which is combined with a honey-comb panel and a heating panel and a construction method thereof are provided to reduce sick house syndrome and to increase the heating efficiency. CONSTITUTION: A soundproof panel comprises a honey-comb panel, and a heating panel and an excel pipe(100). The heating panel is installed on the lower part of the honey-comb panel. The excel pipe is formed on the both end of the heating panel. The excel pipe is connected to a boiler(300). A yellow soil mortar layer is attached to a honey-comb panel space part of the honey-comb panel and the surface of the honey-comb panel.
