PROBLEM TO BE SOLVED: To provide a functional material releasing agent capable of sustained-releasing a certain functional material; to provide a manufacturing method therefor; and to provide a composition thereof. SOLUTION: The functional material releasing agent includes 35-95 mass% of silicic acid ester compound represented by Formula (1) and 0-40 mass% of silicic acid ester compound represented by Formula (2), (wherein R<SP>1</SP>is an aliphatic hydrocarbon group having 4-22 carbon atoms in total which aliphatic hydrocarbon group may have a phenyl, hydroxyl or alkoxy group as a substituent; R<SP>2</SP>is a residue prepared by removing one hydroxyl group from a functional alcohol; and R<SP>3</SP>is a hydrogen atom or an alkyl group having 1-6 carbon atoms).
