PROBLEM TO BE SOLVED: To reduce a difference of a cooling water temperature in an internal combustion engine, and to advance the warm up of the internal combustion engine, in regard to a cooling device for an internal combustion engine. SOLUTION: This cooling device for the internal combustion engine comprises a cooling water passage for circulating cooling water to the internal combustion engine, a water temperature sensor for detecting the temperature of cooling water, a cooling water flow changing mechanism for changing the flow direction of cooling water in the cooling water passage, a control means for controlling the cooling water flow changing mechanism, and a memory means for storing the heater-and-blower operating water temperature. In the case that the temperature of cooling water detected by the water temperature sensor is lower than the heater-and-blower operating water temperature, the control means periodically changes the flow direction of cooling water through the cooling water flow changing mechanism. By this structure, in a starting warm-up process of the internal combustion engine, cooling water is circulated in a local range of the cooling water passage not over the whole of the cooling water passage. As a result, a difference of the cooling water temperature inside the internal combustion engine is reduced (namely, unified in the distribution of a temperature), and the early warm-up of the internal combustion engine is enabled.
