<p><P>PROBLEM TO BE SOLVED: To collect information without fail to improve reliability as a communication system. <P>SOLUTION: A communication device 21 is connected to at least two independent lines 31 and 32, and transmits a broadcasting message for each of the line 31 and 32, based on an event generated on a network 25. A monitoring device 10 is connected to the independent lines 31 and 32, and receives the broadcasting message from the communication device 21 for each of the line 31 and 32.
