PROBLEM TO BE SOLVED: To provide a radar signal processing apparatus capable of removing only an unwanted ground echoe, without causing attenuation of a weather echoe, even when a Doppler speed of the weather echoe is small. SOLUTION: The radar signal processing apparatus includes observation data storage means 1a, 1b storing observation data Dt1, Dt2 at timed t1, t2; a Doppler speed calculation means 2a, 2b for calculating the Doppler speeds V1, V2 from the observed data Dt1, Dt2; Doppler 0 distribution preparation means 3a, 3b preparing Doppler 0 distributions R1, R2 from the Doppler velocities V1, V2; a correction echo distribution preparing means 4 for preparing a correction echo distribution Rc from the Doppler 0 distributions R1, R2; a clutter-removing means 5 performing normal clutter removal processing for the observed data Dt2 to generate observed data Dt2', after the clutter removal; and an echo compensation means 6 for obtaining compensated observation data Dc, by combining the observed data Dt2, the observed data Dt2', after the clutter removal with the corrected echo distribution Rc.
