<P>PROBLEM TO BE SOLVED: To achieve both the improvement of compression efficiency and transmission efficiency and the reinforcement of error resistance due to packet omission without causing an increase in the amount of operations and a processing time. <P>SOLUTION: A slicing termination detecting part 4 accumulates the code amount S1 of a moving image signal in a macro block unit encoded by a macro block encoding part 1 and the code amount S2 of a slicing header encoded by a slicing header encoding part 2. When a difference ¾L-A¾ between the accumulated value of the code amounts S1 and S2 and target byte length falls below a threshold F(Q), the slicing termination detecting part authorizes the termination of slicing, and outputs a slicing termination detection signal SED to the macro block encoding part 1. <P>COPYRIGHT: (C)2011,JPO&INPIT |
