PROBLEM TO BE SOLVED: To provide a floor formed of concrete which has high radio wave absorbing performance in a UHF band and can secure strength and wear resistance. SOLUTION: A floor member 1 is formed of concrete. A metal mesh 3 is embedded at a predetermined depth in the floor member 1. A part from a floor surface to the metal mesh 3 is a radio wave absorbing layer 4 in which a conductive material is added to concrete. A real part of a complex relative permittivity of 952 to 955 MHz in the radio wave absorbing layer 4 is 10 or 12. Since the radio wave absorbing layer is formed by adding the conductive material to concrete, a radio wave can be absorbed while securing the strength and wear resistance of concrete. Moreover, since the real part of complex relative permittivity in the radio wave absorbing layer is set to 10 or 12, even if an incident angle of the radio wave is changed in a range of 0 to 60°in the UHF band of 952 to 955 MHz utilized by an IC tag, excellent radio wave absorbing performance capability can be obtained.
