PROBLEM TO BE SOLVED: To provide a flash memory writing device efficiently writing an execution program of each flash memory of a plurality of different DSP cards according to the kind of each card. SOLUTION: The flash memory writing device includes: an operation terminal 31 storing a plurality of data files incompatible with each other each including the execution program and identification information of a DSPIC; the DSP cards 2, 3 each having the flash memory 4, 5, and an interface part 13, 23 holding card kind information; and a host CPU 7 collecting each card kind information, outputting it to the operation terminal 31, and storing the writing data file from the operation terminal 31 into a data area 29. When the host CPU 7 receives a writing instruction and designated card kind information from the operation terminal 31, the host CPU 7 selects the DSP card 2 or 3 holding the designated card kind information, and writes the writing data file into the flash memory 4 or 5.
