PROBLEM TO BE SOLVED: To simultaneously detect a portion, where encoding noise such as mosquito noise included in image data is generated, and combing noise. SOLUTION: An edge strength of an edge included in an input image is measured for a pixel block in a predetermined size and stored in an edge strength map memory. On the basis of the stored edge strength, a pixel block to cancel noise included in an input image is determined. A differential of pixel values between adjacent lines in a frame of the input image is calculated and on the basis of the stored edge strength and the calculated intra-frame differential, noise elimination processing for the determined pixel block to cancel noise is controlled.
