<P>PROBLEM TO BE SOLVED: To provide a system for deciding whether a series of previous user operation has been continued or new operation has been performed with respect to an external connection apparatus 6 to be used in a computer terminal, and restricting a user from unnecessarily using the apparatus. <P>SOLUTION: A management server acquires attachment information indicating that the external connection apparatus is attached/detached in a terminal from the terminal connected to a network for use, and decides whether a series of previous user operation has been continued with respect to the external connection apparatus.
