<P>PROBLEM TO BE SOLVED: To provide a portable terminal and a program capable of preventing unauthorized use of applications. <P>SOLUTION: An application processing part 10a executes processing defined as processing for an application. An authorization promotion command determination part 10b and the like determine whether there is a change of settings which can be made with the highest level of authorization as an authorization related to the use of or change of settings of functions provided by a terminal.
