PROBLEM TO BE SOLVED: To appropriately detect a character string that shows an access destination on a network from an image.

SOLUTION: A Web server 10 includes: an input part 13 for inputting an image; a character string extraction part 14 for extracting a character string from the input image; a determination part 15 for determining whether the extracted character string is an access destination character string that shows an access destination on a network; an access part 16 for, when the character string is determined to be the access destination character string, performing access depending on the access destination shown by the access destination character string; and an output part 17 for performing output depending on the access result.
