<P>PROBLEM TO BE SOLVED: To provide an electrochromic device, a storage device, and a manufacturing method thereof, the electrochromic device having a memory function and the storage device significantly improving a memory density by having two or more memory configurations. <P>SOLUTION: The present invention provides an electrochromic device. The electrochromic device includes a first substrate, an electrochromic layer, electrodes, an electrolyte layer, and a second substrate. The electrochromic layer is formed on the first substrate.
