<P>PROBLEM TO BE SOLVED: To provide a conductive roller capable of easily securing the film thickness of an elastic layer to an appropriate thickness, and to provide a manufacturing method thereof. <P>SOLUTION: A conductive roller 10 includes: a shaft 1; an elastic layer 2 formed on the outer periphery of the shaft 1; and a surface layer 3 formed on the outer peripheral surface of the elastic layer 2. The manufacturing method of the conductive roller 10 includes: applying a water-based coating containing resin microballoons around the shaft, drying them, and expanding the resin microballoons by heating to form the elastic layer 2; and applying the water-based coating around the elastic layer and drying it to form the surface layer 3.
