PURPOSE: A variable length coding bond combining state check code encoding as well as decoding method and an apparatus thereof are provided to generate encoding matrix using basic combining state check code encoding matrix to support variable length coding. CONSTITUTION: An information bit string input unit(810) receives an information bit string as a coding object. The information bit string input unit receives information bit string transmitted from the higher layer. An encoding matrix storage unit(820) stores a basic combining state check code encoding matrix. A encoding matrix determination unit(830) determines a combining state check code encoding matrix by selecting it according to length coding applied with a partial of a basic combining state check code encoding matrix which is stored in the encoding matrix storage unit. A combining state check code encoder(840) encodes information bit strings inputted from information bit string input unit and check bits which were already encoded form information bit string input unit. A state check bit storage(850) stores state check bits determined from engaged state check code encoder.
