PROBLEM TO BE SOLVED: To provide a technique for monitoring an operation at a terminal without setting the content of an operation to be monitored in advance.SOLUTION: An operation log information acquisition section 31 acquires operation log information including an operation object related to an operation at a terminal C and date information on the operation from the terminal C connected by a network N. An operation object information generation section 32 acquires operation log information on the terminal C from the operation log information acquisition section 31 and generates operation object information showing operation time for each operation object on the basis of the operation log information. A unique operation determination section 33 determines unique operation object information on a specific terminal in a group to which the specific terminal belongs as unique operation object information on the basis of a result of comparing the operation object information on the specific terminal with operation object information on a plurality of terminals C belonging to the group to which the specific terminal belongs.
