Disclosed are a method and an apparatuses for public safety communications. The method for public safety communications comprises the steps: transmitting a group cast setup request message to a base station; receiving, from the base station, an uplink approval message including information on group cast resources in response to the group cast setup request message; and transmitting, to the base station, data that is to be transmitted to receiving terminals belonging to a group to which a transmitting terminal belongs through the group cast resources. Therefore, public safety communications can be efficiently performed in a wireless communications system.
