<p><P>PROBLEM TO BE SOLVED: To quickly distribute priority information. <P>SOLUTION: When a receiver 11 receives distribution information from a distribution source server 2, a control unit 12 determines, based on the information stored in advance, that the distribution information received by the receiver 11 is whether the priority information that requires distribution prior to the other distribution information, the preceding information that is transmitted from the distribution source server 2 preceding to the priority information, or the other information. When determining that the received distribution information is preceding information, after transmitting the distribution information to a communication terminal 3 through a transmitter 14, the control unit 12 waits for transmitting the other distribution information.
