PROBLEM TO BE SOLVED: To provide a light-emitting device and a lighting device where this light-emitting device is arranged, capable of suppressing damage on light-emitting elements by securing an insulation distance between fixing means and the light-emitting elements, achieving downscaling by effectively using a space of a substrate, and improving radiation of the light-emitting elements.SOLUTION: The present invention provides a light-emitting device 3 including: a substrate 31; a wiring pattern 34 formed on the surface of this substrate 31, and having thermal diffusion performance; a plurality of metallic fixing means 33 provided on an outer edge of the substrate 31; insulating areas 36a to 36f formed to enter the wiring pattern 34 within a predetermined range from these fixing means 33; and a plurality of light-emitting elements 31 connected to the wiring pattern 34 to be mounted on the substrate 31, at least a part of the light-emitting elements 31 being arranged between the adjacent insulating areas 36a to 36f. |
