The present invention relates to an apparatus and a method for controlling lighting, and more specifically, to an apparatus and a method for controlling lighting using illuminance in a lighting area measured by an optical sensor in a digital addressable lighting interface (DALI)-based lighting network environment. The method for controlling lighting comprises: a step for receiving an event message from the optical sensor; a step for checking if an event message containing message for light getting brighter from a darker state than a prescribed value or an event message containing message for light getting darker from a brighter state than a prescribed value is continuously received, if the event message is an event message generated by an illuminance change; a step for determining whether the illuminance in the lighting area is becoming darker or brighter than the prescribed value depending on a checking result; and a step for transmitting a command to control the lighting depending on a determination result.
