PROBLEM TO BE SOLVED: To prevent curling or wear of a tip ridge section of an elastic member, to maintain excellent cleaning performance. ! SOLUTION: A cleaning blade 62 is formed of a strip-like elastic member 622, and brings a tip ridge section 62c into contact with a surface of a moving photoreceptor 3, to remove toner on the surface of the photoreceptor 3. The elastic member 622 includes a modification layer 62d for hardening the tip ridge section 62c. In at least a blade tip end surface 62a, the modification layer 62d has non-electrostatic adhesion of 30[nN] or less with respect to substances adhered to the modification layer 62d. !
