PROBLEM TO BE SOLVED: To provide a technique which allows for development of a plan for supplying power stably from a power system, even if power demand and power supply have uncertainty, in a power system using a generator and a storage battery.SOLUTION: A storage battery planning device for developing the charge and discharge plan of a storage battery using a generator and a storage battery has generation shortage section extraction means for extracting a generation shortage section that is a time section where power demand exceeds power supply, based on the power demand predicted and the power supply by predicted generation, storage battery coverability determination means for evaluating whether or not the insufficient power, based on the power demand exceeding power supply in the generation shortage section can be supplied by discharge from the storage battery, and planning means for developing a charge and discharge plan for storing power capable of supplying the insufficient power in the storage battery, before the start of the generation shortage section, when the insufficient power can be supplied by discharge from the storage battery. |
