PROBLEM TO BE SOLVED: To perform evaluation of necessity of improvement to steam using equipment properly in an explicit state.SOLUTION: A steam using equipment evaluation system comprises: a data input part S1 for acquiring plural steam generation cost factors &sgr;i for forming cost required for generating a steam at a steam generation appliance Gs in steam using equipment P; a scale calculation part S2 for calculating steam generation cost C which is scaled to a signal reference value form the acquired steam generation cost factors &sgr;i; and an evaluation information creation part S4 for creating evaluation information I for evaluating necessity of improvement to the steam using equipment P on the basis of the calculated steam generation cost C.
