PROBLEM TO BE SOLVED: To perform more proper control based on an actual state.SOLUTION: A target value arithmetic part 105 comprises: a variable limitation setting part 141; an inclination limitation setting part 142; and a solution arithmetic part 143. The variable limitation setting part 141 sets limitation with respect to operation variables and control variables. The inclination limitation setting part 142 sets limitation with respect to inclination of control variables including an integral system. The limitation setting is varied according to possibility that the control variables including the integral system deviate from upper and lower limits. Various kinds of limitations which are set and calculated, a model of the control object, and a given optimization evaluation function are handed over the solution arithmetic part 143, and an optimization target value in which all variables are in the limitation and the evaluation function is minimized, is determined. |
