PROBLEM TO BE SOLVED: To provide a development device capable of stabilizing the image quality by the shape of a developer regulation member while suppressing the leakage of a developer; a process cartridge; and an image forming apparatus.SOLUTION: A regulation part 2 of a developer regulation member 1 includes a first area 21 which is, in the longitudinal direction thereof toward a base end part 2b side, from a tip 2a to a contact part 2c with a developer carrier 4, and in which the thickness of at least a part thereof is made small than the thickness at the contact part 2c so that the part retreats to an opposite side of the developer carrier 4; and a second area 22 which is a part adjacent to the first area 21 on a more end side than the first area 21, and from the tip 2a to the contact part 2c with the developer carrier 4 in the direction toward the base end part 2b side, and in which the thickness is substantially the same. A seal member 8 is only in contact with the second area 22 of the first area 21 and the second area 22 of the regulation part 2. |
