The present invention relates to a device and a method for heating urea of an SCR system and, more specifically, to a device and a method for heating urea of an SCR system wherein the low-temperature operability of an SCR system can be improved by heating urea in a urea tank for an SCR system of a commercial vehicle using a thermoelectric element. That is, the purpose of the present invention is to provide a device for heating urea of an SCR system wherein the low-temperature operability of an SCT system can be improved as a heating block is mounted on the cap of the urea tank, the thermoelectric element and a cooling block are stacked and attached sequentially onto the heating block, and frozen urea in the urea tank is melted or the freezing phenomenon of urea can be prevented by heating the heating block using heat emitted from the thermoelectric element during cold start under a low-temperature condition.
