PROBLEM TO BE SOLVED: To provide an image processing device reduced in calculation resources requiring frame rate conversion.

SOLUTION: This image processing device 100 is capable of converting a frame rate of encoded data. The image processing device 100 is characterized by including: a differential encoded data decoding part for decoding input encoded data to differential encoded data; an interpolated differential encoded data generation part for generating interpolated differential encoded data interpolated between frames of the differential encoded data based on the differential encoded data; and a frame rate conversion part for converting the frame rate of the differential encoded data by using the interpolated differential encoded data.
