The present invention relates to a pharmaceutical composition comprising an NDRG3 expression or activity accelerator as an active ingredient for preventing and treating ischemic diseases. Specifically, NDRG3, mediated by lactate which is generated by a hypoxia reaction or externally treated lactate, promotes proliferation and angiogenesis through a lactic acid-NDRG3-c-Raf-ERK signal path, thereby usefully using an NDRG3 protein or an accelerator for accelerating expression or activity of the NDRG2 protein as a pharmaceutical composition for preventing and treating ischemic diseases.
