Provided are a thin plate mica heater and a manufacturing method. According to the present invention, the thin plate mica heater includes: a hot line which generates heat when power is applied to both ends of the hot line; a first and a second insulating material which are bonded by interposing the hot line, prevent the corrosion of the hot line due to external air, and fix the hot line; and a coating layer which is coated on the surface of the first and the second insulating material to prevent the oxidation of the surface of the first and the second insulating material due to the external air.
