The present invention relates to a biodegradable foam composition, and to a method for manufacturing the same. The composition is characterized by using an acrylic initiator. The manufacturing method is characterized by comprising a first step of melting, dispersing, and masterbatching a biodegradable resin and an acrylic initiator; and a second step of melting and mixing after mixing an olefin-based polymer resin, a crosslinking agent, a foaming agent, metal oxide, a stearic acid, and a filler with the masterbatch as a base material.
