1. A method at a wireless device comprising:
determining a set of required services for the wireless device, such services requiring a radio connection over at least one radio access technology (RAT); activating a first RAT from a plurality of radio access technologies (RATs); determining whether the set of required services are available over the first RAT; and if the set of required services are not available over the first RAT, iteratively activating each RAT from the plurality of RATs until the set of required services is available over the activated RATs.
