PROBLEM TO BE SOLVED: To simplify the designing of high performance video code (HEVC) and to improve coding operation.SOLUTION: In the coefficient coding a TU for harmonization by improving an overall operation in conversion unit (TU) of 4×4, 8×8, 16×16 and 32×32 conforming to a high performance video code standard includes: a first step in which a coefficient code of the TU which is scanned in a right-upper direction is corrected; and a second step in which a multi-level significance map coding is applied to a TU of a size of 4×4 or 8×8. |
