PROBLEM TO BE SOLVED: To provide a monitor, a monitoring method and a monitoring program which can switch an operation without distinct processing performed by a device to be monitored even when the operation becomes abnormal.

SOLUTION: In a monitor, a data reception unit inputs device information on a device connected to a network from the other monitor. A device information storage unit stores the device information. An operation state management unit detects whether or not the other monitor operates abnormally. An operation control unit sets an address of the other monitor instead of the address of its own monitor at the data reception unit after the operation state management unit detects the abnormality in the operation of the other monitor.
