The present invention relates to a non-excavation tunnel construction method and a non-excavation tunnel structure comprising: a first effect of enabling tunnel construction by only using a steel pipe having a fixed size; a second effect of dealing with changes in a width and height of a tunnel; a third effect of reducing a construction period and construction costs; a fourth effect of removing problems generated by a construction error of steel pipe propulsion; a fifth effect of removing ground displacement; a sixth effect of significantly reducing the construction costs; and a seventh effect of significantly reducing the construction costs. The present invention relates to the non-excavation tunnel construction method extruding and replacing a steel pipe position with a PC structure and a non-excavation tunnel structure which are expected to provide simplicity and easiness of tunnel construction and work efficiency.
