<p><P>PROBLEM TO BE SOLVED: To prevent a physical property of a material from deteriorating due to rapid shear stress being applied to the material, by suppressing a pressure rise of the material even when the rotating speed is increased when transferring to high shearing. <P>SOLUTION: The rotating speed control device 17 of the high shearing machine 1 includes: a low speed rotating means 26 for supplying the material to a peripheral face clearance 11 by rotating an internal feedback type screw 6 at low speed in a heating cylinder 5 in a resin supply step; a high speed rotating means 27 for performing high shearing by circulating a resin to the clearance and a feedback hole 14 by rotating the internal feedback type screw 6 at high speed; and a rotating speed transferring means 28 for raising the rotating speed of the internal feedback type screw 6 from a low rotating speed to a high rotating speed for high shearing in a stepwise manner for each of a plurality of divided time segments when transferring to a high shearing step after supplying the resin.
